Part 2 of Art. 18 of the Law of Ukraine "On Public Procurement" of December 25, 2015 No 922-VIII defines the following terms for filing complaints:
- complaints relating to tender documentation and / or decisions taken, actions or inactivity of the procurer that occurred before the expiration of the time period set for the submission of tender offers may be filed with the Appellate Body from the moment the announcement of the bidding is made, but not later than four days before the date set for the submission of tender offers.
- complaints concerning decisions taken, actions or inactivity of the procurer that have occurred after evaluation of the proposals of the participants must be filed within 10 days from the date of announcement on the website of the Authorized body of the intention to conclude an agreement, but before the day of the conclusion of the procurement contract.
- complaints concerning decisions taken, actions or inactivity of the procurer that have taken place after consideration of tender offers for compliance with the technical requirements specified in the tender documentation and determination of compliance of the participants with the qualification criteria must be submitted within five days from the date of its public disclosure on the website of the Authorized body of the protocol of consideration of tender offers.
